The Council on Foreign Relations or CFR is a think-tank non-partisan American, aiming to analyze the foreign relations of the United States and the global political situation. Founded in 1921, it is composed of approximately 5,000 members from the business community, of economy and politics. Its headquarters is located in New York City with an office in Washington D. C.. The CFR is considered one of the most influential think tanks in policy foreign1,2,3. The CFR wants to be ‘ a resource for its members as well as officials of the Government, the leaders of companies, journalists, teachers and students, civil and religious leaders, citizens, to help them better understand the world and the policy choices foreign that must be both the United States than other countries ‘. The CFR publishes Foreign Affairs, an influential Journal of International Affairs and what they call Independent Task ForcesN 1 i.e. reports carried out by experts of origin and areas of expertise various. These reports include both analyses and prescriptions on important foreign policy matters. The CFR also aims to provide information and analysis to date on world events and on the foreign policy of the United States. The program International Institutions and Global Governance

Thinking that the architecture of global governance too reflect the world as it existed in 1945 and was more suited to today’s world, the CFR has launched in 2008 a five year programme entitled « International Institutions and Global Governance: World Order in the 21st Century ». « The program seeks to identify critical weaknesses of the current framework of multilateral cooperation; « to propose specific reforms adapted to the new global situation: to promote a constructive leadership of the United States to strengthen the capacity of existing organizations and to promote new institutions and new more effective partnerships both at regional and global level including the private sector and NGO ‘7 .

TheN 2 program focuses on four major challenges:
•Counter transnational threats, including terrorism, the proliferation of weapons of mass destruction and infectious diseases;
•Protect the environment and promote energy security;
•Manage the global economy;
•Prevent and respond to violent conflict.


The CFR has two types of members: physical persons and companies

Concerning physical persons, they must be citizens of the United States or permanent residents having asked their citizenship. To become permanent members, his candidacy must be supported by at least three members former8. Individuals between 30 and 36 years may be offered the opportunity to become members for a period of five years.

For corporations (250 total)N 3 there are three categories: Affiliates (contribution over $ 30,000), President’s Circle (contribution over $ 60,000) and Founders (contribution over $ 100,000). All executives of the companies have the opportunity to thus achieve presidents or heads of Government of the officials of the United States or members of Congress. Categories President and Founders members can also attend private dinners or receptions given by important officials of the United States or leaders global9 .

The CFR has two co-chairmen, a president (currently Richard n. Haass) and a Steering Committee which currently has thirty-six members among which we can mention: Robert e. Rubin, Carla A. Hills, Colin Powell, Madeleine Albright, Alan Blinder, Fareed Zakaria N 4 .

There is also a Global Advisory Board composed of 25 members from around the world.

The CFR also has a team of paid researchers.

Some influence

A study of Laurence Shoup and William Minter résumés of 502 important members of the Governments of the United States over the period from 1945 to 1972 showed that more than fifty percent of them had been members of Council on Foreign Relations. For these authors, be members of this institution could be considered ‘a rite of passage for anyone aspiring to be a leader of national security’10 .

The Council on Foreign Relations has counted many politicians such as Gerald Ford, more than twelve Foreign Ministers including John Foster Dulles, Dean Rusk, Henry Kissinger, Madeleine Albrightand Colin Powell, bankers, lawyers, journalists (including Walter Lippmann), teachers such as Wesley Clair Mitchell and an importantOSS and CIA Allen Dulles , then figure.

In 1962, the Group began a program first for officers of theUS Air Force andUS Army,US Navy andUS Marine Corps11 .

The Council that accepts in general (there are exceptions, such as Grover Norquist) rather « centrist » Democrats and Republican members seem to have diminished his influence in governmental spheres under the Presidency of George w. BushN 5 in favour of neo-conservative think-tank as the PNAC (Project for the New American Century). The current administration Obama has some members who had links with the CFR. Among them, we can mention: Tom Vilsack, Secretary of Agriculture, Ken Salazar, Secretary of Interior, Robert Gates, Secretary of defence or Timothy Geithner, Treasury Secretary, among others.

On the other hand, some of its members are also the Bilderbergers, while others are members of the Trilateral Commission, institutions that are trying to influence the decisions taken in the areas of regulation of the world economy and geopolitics.


1920s at the end of the second world war

The Council on Foreign Relations was born from the merger between a group of international lawyers and bankers gathered aroundElihu Root12who founded it in June 1918 and elders of theInquiry, i.e. of the working group formed under the leadership of president Woodrow Wilson and his special adviser colonel Edward Mandell House. This group which included Walter Lippmann met young people in both creative and ambitious. In Paris at a meeting at the hotel Majestic with their British counterparts, they decided to form an Anglo-American Institute of international studies with a branch in London and one in New York. The British formed the Royal Institute of International Affairs, Americans back home are warned that their country did not have the same problems as Britain and that therefore it was appropriate to create a separate body. For their part the English had arrived at the same conclusion so that there was no problem between these two institutions. The Americans closer group ofElihu Root, each bringing funds and social relations other ideas, expertise and diplomatic experience. However the need to spare the egos became as that on 29 July 1921, that the new institution was able to start, under the chairmanship of John w. Davis, former Ambassador in London. In 1922, the association which had already three hundred members, received with great fanfare its first brand host, Georges Clemenceau13. In September 1922, they launch the Foreign Affairs journal whose sale is much better than expected. Elihu Root wrote in the first issue, as isolationist or not, America had become a world power and that the public should know14 .

In 1925 W. E. B. Wood, an African-American, wrote an article entitled « World of Color » in Foreign Affairs15. However, tensions persisted between academics keen to know the opinions of all and others. In March 1933, Henry Stimson , who was repeatedly Ministers, was shocked that a Japanese has been invited to speak. Another controversy was opened in 1937, following the publication of the bookHamilton Fitz Armstrong andAllen Dulles Can We Be Neutral?. A book in which the authors attacked the isolationists and is made both in favour of the intervention of the United States in the fight against Nazism. The controversy between interventionist and isolationist that followed, ended with the entry into the United States15. During this period, members of the CFN served in theOSS, others occupied high positions (Henry Stimson was Minister of war John j. McCloy became his Deputy, Averell Harriman played an important diplomatic role) and a hundred were integrated with the endorsement of the Ministry of Foreign Affairs, in War and Peace project which involved four groups: economic and financial including Alvin Hansen and Jacob VinerSecurity and armaments, territory and policy16 .

From 1945 to the 1960s

After the war, over 50% of leaders CFR out of major universities (Ivy League) and lawyers of the companies Wall Street members of numerous boards of Directors constitutes the largest group. At the same time, twenty researchers are employed full time17. In 1945, the Council is for a time for a policy of appeasement with theUSSR. In July 1947, the journal of the Council, Foreign Affairs, publishes the article by George Kennan : The source of Soviet Conduct where it introduced the term containment18. Even if the members of the Council such as Averell Harriman will play a role of the Council as such, is little involved in the Marshall Plan. In 1957, after a year spent at the headquarters of the CFN, Henry Kissinger published Nuclear Weapons and Foreign Policy which will form the basis of the doctrines of strategic stability, arms control and non-proliferation nuclear18. In the early 1960s, according to Arthur Schlesinger the Council is at the heart of the American « establishment » which the gods Lares are Henry Stimson and Elihu Root and the current leaders Robert a. Lovett and John McCloy.

If in the 1960s in the United States and China in World Affairs, the Council favours a rapprochement with China which will be finally realized18, the Viet Nam war undermines deeply the institution as besides the United States. The divergences between the members will be such that no document on the subject can be produced. Some long-standing members begin to doubt and wonder if the institution has not had its day.Walter Lippmann now retired, Hamilton Fitz Armstrong leaves, after fifty years of service, Foreign Affairs, and John McCloy decides to hand over.


From the 1970s, the Council, under the chairmanship of David Rockefeller, will gradually recover. The staff will be rejuvenated and women will be admitted. In 1976, they finally produce a document on The Viet Nam LegacyViet Nam war, a book edited by Anthony Lake who later became Advisor to Bill Clinton19. At the end of the 1970s, the Council launches the 1980’s project which the result seems too academic and not sufficiently incisive to some. The end of the cold war brings the Council, like other bodies of research in international relations, to a profound paradigm shift.

In the 1980s, an International Advisory Board, composed of foreign characters, playing an important role in the world of business and politics, is implemented. This Board, which including Rigoberta Menchú, is intended to open the Council on the world. At the same time, arrangements are made in order to better ensure the relations between now widely dispersed members (long, the Council has been a club of the « Establishment New Yorkers’) and to strengthen its media presence. Finally, efforts are made to attract members and researchers from the new generation20 .

For some relatives of the John Birch Society, the CFR would be controlled by a group of people from the secret societies of students from Yale and Harvard universities: the Skull and Bones and Scroll and Key. These people, after their supposed integration into an elite group called « JASON Society, would be elected by their peers to constitute the Executive Committee of the CFR. The John Birch Society argues that the Council of foreign relations is dedicated to the formation of a World Government22. In 1980, one of his representatives and member of Congress of United States, Larry McDonald, wanted to launch a parliamentary inquiry into the Council of foreign relations and the trilateral via resolution 77323 .

The influence of certain private media interests has been studied in General by Noam Chomsky and Edward Herman via their model of propaganda (1988).
