This is the quintessence of the words of Francois Hollande who made a bombshell in African opinion. The people of Internet users went there in its comments and interpretations, praising the french politician to be the spokesman for these African voiceless, oppressed by the will of their leaders, obsessed in majority by the idea to restack beyond their number of mandates provided by the constitutional order. For my part, I am far from share this optimism and blind for reasons that I will explain in the following lines.

Xavier Timbeau, an economist at the french Observatory of economic conditions (OFCE), answered questions from readers on the size of the debt in the eurozone, according to Eurostat published figures Wednesday, represented 93.4 per cent of gross domestic product, compared to 92.3% in the first quarter to the second quarter.

Indeed, we have just released our forecasts, and the year 2014 will be not a year of recovery. Unemployment will remain high, or even continue to increase in some countries. Carlo: What full use of European integration would solve the debt crisis? Do you think Eurobonds?

The extreme difficulty that there is to regulate the banking system, its opacity, its ability to escape taxation, his ability to organize the leak before the highest wealth tax, or simply the complexity of the operations that are carried out, and the misunderstanding of regulators, politicians or even economists.

Then there is a risk that our modern economies are taken hostage by the banks, and a few solutions were on the table, which seem to me to be at least interesting, if this is relevant.

Examples include the separation of investment banks and retail, even if this is not the heart of the problem, the obligation of banks to have « wills » that oblige them to organize the conditions for their potential bankruptcy, exchanges of information on banking operations entered later to combat tax evasion and the finance of the shadow (shadow banking) or even the prohibition of practicesbanking or financial, which is poorly control the systemic consequences.

The debt must above all appear as sustainable. And its level appears low key. There is no threshold at 60% or 100%. It is an idea that is still, today, very difficult to accept, and on this issue, it is really in the situation that already Keynes described, it is not difficult to impose new ideas, but that the problem is to abandon old ideas.

Antoine Duval: Yesterday, the European Commission has published a study which, on the one hand, confirms the very negative impact of the austerity imposed in the countries affected by the crisis and, on the other hand, shows that a policy of revival in trade (such as Germany) surplus countries could strengthen considerably the European recovery. Is this the beginning of a life-saving turning in the management of the crisis of the euro?

This is an important turning point. It is important because, for the first time, we see the European authorities become aware that current account imbalances are symmetrical. If there is a deficit country, then necessarily there countries in surplus. And the solution to the imbalance goes as much by the reduction of the current account deficit as that of the current account surplus.

A fiscal stimulus or a raise by wages, with for example the introduction of a minimum wage in the country who have current account surpluses, would greatly help deficit countries to export and therefore resolve their crisis.

Eric: Very high real estate prices aren’t a factor in crisis in the sense where they tie up capital that are not invested in companies, for example? What can be done to lower the price?

The high price brokers – I think that it’s especially reference to France, particularly in Paris – a lot of negative consequences. One of them actually being the capital of capital, the other being an intergenerational transfer and the creation of inequality of heritages that have no justification.

To lower the price of real estate, the real solution is to increase the supply of square metres there where it is needed, i.e. where prices are high.

Greg: Is a restructuring of the debt of all the States of the eurozone, such as the Greece, possible futures?

Even though the economy is distributed everywhere else in the United States as in the EU countries remained outside the euro zone.

It is just the opposite: currently, the Italy devotes almost 6% of GDP to pay interest on the debt, and barely invests 1% of GDP in all of its universities.

So, what shocks could allow to move the lines in 2015? Basically, there are three possibilities: a new financial crisis. shock policy coming from the left; Alternatively a shock policy coming from the right. The current European leaders should have the intelligence to recognize that the second option is by far the best: political movements that thrive today to the left of the left, such as Podemos in Spain or Syriza in Greece, are basically internationalists and pro-European. Rather than reject them, should instead work with them to formulate the outlines of a democratic reform of the EU. Financial markets celebrate the launch by the ECB to a « programme of quantitative easing » €1,000 billion

The European Central Bank (ECB) is committed to a « quantitative easing programme’ (AQ) of at least one thousand billion euros. She announced on 22 January that it would buy back sovereign debts and other financial assets of EUR 60 billion per month until September 2016, and possibly beyond.

The decision was announced by the president of the ECB, Mario Draghi, after a series of negotiations and maneuvering in recent months aimed at circumventing the German opposition to this plan. Yielding to this opposition, Draghi announced that 19 central banks in Europe would be 80 percent of the purchases and they would bear the responsibility of risks.

The official reason for the decision is that it is necessary to fight against deflationary pressures in the euro area (inflation was negative last month) and to stimulate the economy, which has not yet found its 2007 production levels.

But the measures will have little or no influence on the real economy. They aim to make available, at very low cost, of additional liquidity for financial speculation, while Governments in the region are advancing their so-called ‘structural reforms’ with the aim of aggravating the social position of the working class.

Draghi said that the ECB’s decision was intended to raise the rate of inflation close to 2 percent, while leaving it below. But there is no indication that the QA will actually have this effect, his statement is equivalent to a commitment to maintain monetary expansion indefinitely.

Markets celebrated this announcement because both the extended duration that the monthly volume of bond purchases have exceeded their expectations. Economists had predicted that the monthly injection of money would be 50 billion euros.

European equities continued their rise in recent days, reaching heights that they had not met for seven years. In the United States, the three major stock indexes have increased significantly; the « Dow Jones Industrial Average » is literally soared, rising 259 points.

The value of the euro has declined, which fuels in Europe hope that the sharp drop of the European currency will boost exports.

Laurence Fink, Executive Director of the hedge fund giant BlackRock summed up the mood of the financial speculators who will benefit from these measures to the tune of tens, or even hundreds of billions of dollars. Weidmann called QA « a mild poison », because this left governments free to debt reduction programs.

Draghi said that the Governing Council of the ECB took these issues « into account and that is why this decision will help to mitigate these concerns.  » The key to the Germany and other critical voices concession, is that 80 per cent of purchases will be performed by the national central banks, which will bear the risk.

An article in the Financial Times indicates the magnitude of the opposition. It reads that, while supporting the tip of the lips the independence of the ECB, « German officials were trying to boil with rage in private… on the fact that the Bank had decided to embark on the QA. »

The effect of the concession made by the ECB is to increase national divisions on the policy to follow and to undermine the principle that the ECB is in the interest of the euro area as a whole. Longer term, it reinforces the fear that the whole project of monetary union is not sustainable by nature and that the euro itself could collapse.

The Financial Times quoted without naming him a Eurozone Finance Minister saying that « the problem with purchases by the national banks, it is that it sends the signal that the eurozone is not in the sense of a greater pooling of debt, a necessary thing in the long term to the success of a single currency. »

Earlier this month, while it became more and more evident that concessions would be made to the German position, the Governor of the Bank of Italy, Ignazio Visco, had objected to the abandonment of risk sharing. « We would be well advised to maintain procedures [used] in all our interventions of monetary policy: the risk should be shared across the Eurosystem as a whole, » he said.

While making concessions to the Germany, Draghi also attempted to allay fears that with these measures it introduced divisions between nations. He said that the Board would retain control « all features of the program design and that the ECB would coordinate purchases, thus preserving the unity of the Eurosystem’s monetary policy.» However, his remarks could not hide the divisions existing, more and more visible.

Speaking at the Davos meeting, German Chancellor Angela Merkel has avoided any direct Draghi and the ECB and said criticism that the Germany traditionally supported the decisions of an independent Central Bank. But she said that the austerity campaign promoted by his Government in the euro area should be extended. Responding to criticism that Germany promoted the austerity as such rather than promote growth, Mrs Merkel said need healthy finances and that the debt should be kept at a low level.

According to an article in the Financial Times, the message of Ms Merkel, heard both in his speech and in his answers to the questions that followed, is that with an additional monetary easing, Governments could be tempted of ‘ save time and avoid making structural reforms.  » Merkel said that she was not astonished that the ECB’s decision was controversial because it had allowed noncompetitive businesses to survive, at least in the short term.

Divisions and visible national conflicts in the structure of the European QA program are not limited to this region, they manifest themselves in a more general way. One of the consequences of the decision will be to further lower the value of the euro, already at its lowest for 11 years, to parity with the U.S. dollar, thus aggravating the U.S. trade position.

Last week, the central banks of the Denmark, the Turkey, the India, the Peru and the Canada announced a reduction in their interest rates, thereby reducing the value of their currencies.

The Canadian Central Bank, which took the decision surprised to lower its rates on loans to one day by 0.25 percentage points on 21 January (the first such reduction since almost five years) has said that the sharp decline in oil prices had increased the risk of decrease of inflation and financial instability.
